The Owings Mills Reactional and Parks Council, which serves most of the communities within Baltimore County's designated "Owings Mills Growth Area" experienced the largest population growth of over 50% of any recreation and park council between 1990 and 2000. This population growth was not limited to Owings Mills and was shown in other neighboring areas.
